This bill is an attempt to placate people who purchased land with full disclosure that it was in
a known agricultural zone and now want to change everything to have their unreasonable
demands catered to. Don't want farmers? MOVE. Hawai'i has a strong tradition of family
farmers and people searching for sustainability and food security.
The 75 foot setback will quite clearly prohibit farming on ag land. The vast majority of the 1,
2, and 3 acre lots in Puna subdivisions are spaghetti lots. I own three 3 -acre ag lots and not a
one of thein could meet this rule. I would be unable to breed heritage or rare breed birds such
as the Silverudd's Blue (AKA Swedish Isbar) as I have in the past under this Bill.
Even if a person is breeding ONE breed (Rhode Island Red, Barred Plymouth Rock, ANY
breed) to the American Poultry Association's Standard of Perfection, you will have more than
4 cocks and/or cockerels (sorry folks, but "rooster" is not a correct poultry term). One main
sire, one junior sire, and two back ups. If a breeder is running a 4 pen rotational system, that
makes it 8 cocks including backups.
I am completely against cockfighting, but this bill is absurd as written. Sustainability calls for
diverse genetics supplied by multiple males to ensure adequate amounts of heterosis and lack
of inbreeding.
I strongly oppose Bill 112 as it is written.
