A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KAHUA PA'A MUA,
INC., FOR PROJECT REACH OUT, A SUICIDE PREVENTION PROGRAM FOR
SCHOOLS IN SOUTH KONA.
WHEREAS, Kahua Pa'a Mua, Inc., is a 501(c)(3) nonprofit organization dedicated to
enhancing communities through economic development, conservation/preservation, and social
and education programs for youth and adults; and
WHEREAS, Kahua Pa'a Mua, Inc., is working in partnership with Kaiao Ola Integrative
Healing, LLC to co-sponsor Project Reach Out, a suicide prevention program; and
WHEREAS, Project Reach Out inspires and fosters hope and strength in our youth today
by building pathways for our younger generation to learn how to reach out when in need and to
successfully work through all challenges in life; and
WHEREAS, Project Reach Out will be presented to students at Konawaena High
School, Konawaena Middle School, and Ka`u High and Pahala Elementary School in the Fall of
2018; and
WHEREAS, Kahua Pa'a Mua, Inc., is requesting funds to help with speaker fees,
clinical therapist fees, honorarium, airfare, hotel, car rental, meals, mileage for volunteers, sound
system and audiovisual equipment (screen and projector) rental, office materials, and
miscellaneous supplies for Project Reach Out; and
WHEREAS, the Office of the Prosecuting Attorney supports this project as suicide is
sometimes the result of domestic violence and/or substance abuse, and this project fits within the
department's objectives to support the community's efforts to prevent domestic violence and
substance abuse and improve the quality of life of our island residents; and
WHEREAS, pursuant to Section 2-139 (a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to Kahua Pa'a Mua, Inc., to assist with expenses relating
to Project Reach Out.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
