RESOLUTION NO. 552 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
ISLAND PORTUGUESE CHAMBER OF COMMERCE CULTURAL AND
EDUCATIONAL CENTER FOR THE 140TH PORTUGUESE IMMIGRANT
ANNIVERSARY CELEBRATION.
WHEREAS,the Hawai`i Island Portuguese Chamber of Commerce Cultural and
Educational Center (HIPCC CEC) is a nonprofit 501(c)(3) organization whose mission is to
document, preserve, and share the valuable contributions of the Portuguese in Hawai`i's history
before they are forever lost, including their rich history of explorations, ocean voyages of
immigration,past and present contributions and assimilation into their communities; and
WHEREAS, immigrants of Portuguese ancestry from the islands of Madeira and the
Azores, off the coast of Morocco and Portugal, faced the challenges of overpopulation, failing
crops, and poverty; and
WHEREAS, having close to 400 years of sugar production experience in their home
country, their expertise coincided with Hawai`i's need to find employees for its growing sugar
industry; and
WHEREAS, the HIPCC CEC will be celebrating the 140th anniversary of the arrival of
the first Portuguese immigrants to Hawai`i in the month of September 2018, throughout Hawai`i
Island; and
WHEREAS, the HIPCC CEC is requesting funds to assist with advertising, t-shirts, and
facility rental fees for this celebratory event, which will be free to public; and
WHEREAS, the goals of the Department of Research and Development is to support
sustainable agricultural practices by promoting educational opportunities designed to build skills
and capacity in the farming community and to support local, national, and international
promotion of locally produced agricultural products; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Research and Development to provide a grant to the HIPCC CEC for expenses related to the
140th Portugese immigrant anniversary celebration.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
