RESOLUTION NO. SS5 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIKOLOA
COMMUNITY DEVELOPMENT CORPORATION FOR EXPENSES RELATING TO
THE VISITING FILM ARTIST PROGRAM.
WHEREAS, Waikoloa Community Development Corporation is a 501(c)(3)nonprofit
organization whose mission is to promote community development; and
WHEREAS, Waikoloa Community Development Corporation is collaborating with the
Department of Research and Development, Hawai`i Island Film Office, to complete the Visiting
Film Artist Program, which provides training, industry insight, and workforce development
through a series of workshops for island residents and students interested in film, television, and
media careers; and
WHEREAS, Waikoloa Community Development Corporation has previously received
an Economic Development Grant for fiscal year 2017-2018 from the Department of Research
and Development in the sum of$5,000 to conduct three workshops under the Visiting Film Artist
Program; and
WHEREAS, two of the three workshops have already been conducted, and Waikoloa
Community Development Corporation is requesting additional funds to augment and fully fund
the third workshop to be held in May 2018, which will focus on screenwriting for film and
television; and
WHEREAS, Waikoloa Community Development Corporation is requesting funds to
cover expenses for professional services and accommodations for the visiting artists, as well as
refreshments for workshop attendees; and
WHEREAS,the Department of Research and Development supports programs that
facilitate innovative public-private partnerships to create training and career opportunities for a
resilient workforce in Hawai`i County; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Research and Development to provide a grant to Waikoloa Community Development
Corporation for expenses relating to the Visiting Film Artist Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
