March 21 2018 ' Valerie Poindexter,Council Chair and Members of the Hawai`i County Council Hawai`i County Council W 25 Aupuni Street • Hilo, Hawai`i 96720 Re: Operating Budget Enclosed is a bill for an ordinance amending the Operating Budget byappropriating an additional $1,300,000 into the Office of Housing and Community Development's Workforce Innovation and Opportunity Act (WIOA) accounts. This appropriation reflects funding allocations received from the Department of Labor and Industrial Relations for the Program Year (PY) 2018. No County General Funds are involved.. The bill sets up the proper accounts to receive and expend the WIOA funds. The Office of Housing and Community Development indicates that these funds will be utilized to assist adults, dislocated workers, and youth by providing services that will train individuals to increase employment, retention, earnings, skills and literacy; thereby improving the quality of the workforce, reducing welfare dependency and enhancing the productivity and competitiveness of the local economy.
