Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget byappropriating an additional
$1,300,000 into the Office of Housing and Community Development's Workforce Innovation and
Opportunity Act (WIOA) accounts. This appropriation reflects funding allocations received from
the Department of Labor and Industrial Relations for the Program Year (PY) 2018. No County
General Funds are involved.. The bill sets up the proper accounts to receive and expend the WIOA
funds.
The Office of Housing and Community Development indicates that these funds will be utilized to
assist adults, dislocated workers, and youth by providing services that will train individuals to
increase employment, retention, earnings, skills and literacy; thereby improving the quality of the
workforce, reducing welfare dependency and enhancing the productivity and competitiveness of
the local economy.

Requesting a bill for an ordinance to appropriate $1,300,000.00 for the Program Year(PY) 2018 Workforce
Innovation and Opportunity Act (WIOA) to fund the following activities:

065.432.5433.14 WIOA Adult Program 18-19 $ 400,000.00

065.432.5433.16 WIOA Youth.Program 18-19 $ 425,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation reflects anticipated funding allocations by the Department of Labor and Industrial
Relations for the PY18 WIOA program. These funds will be utilized to assist adults, dislocated workers and
youth by providing services that will train individuals to increase employment, retention, earnings, skills and

The OHCD emphasizes that no County General Funds are involved in these transactions. The ordinance
