Re: Operating Budget
The County of Hawai`i has been awarded $35,000 in federal funds from the State of Hawai`i
Department of Transportation. These funds will be used to purchase self-contained battery-
powered rescue tools for use by the Honoka`a Fire Company.
Enclosed is a resolution to enter,into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $35,000 grant. The
Hawai`i Fire Department is requesting that this resolution and bill be waived from Finance
Committee and be placed on the April 11, 2018 Council agenda to expedite the receipt of these

A. REQUEST:
Please prepare a resolution to accept a grant from the State of Hawaii Department of Transportation and
also appropriate the funds as follows:
Highway Safety Grant - Misc Equipment $35,000.00
Highway Safety Grant - Federal Grant Revenues $35,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Fire Department would like to increase its ability to rapidly extricate patients in the most
precarious and technical crash situations. The ability for the Honoka'a Fire Company to utilize the self-
contained, battery powered eDraulic line of rescue tools will allow them to move quickly and extricate
patients swiftly in the least desirable of situations.
Being that the grant has been awarded, the Department is requesting that the Finance committee be
waived.

Dear Chief Rosario:
Enclosed for your action is a copy of the approved highway safety reimbursement project
No. EM 18-04(02-11-01), entitled"Hawaii Fire Department Cordless Extrication Kit." A total of
$35,000.00 has been obligated to the project.
The grant funds will allow the Hawaii Fire Department to purchase a cordless vehicle extrication kit to
aid personnel responding to a motor vehicle collision to rapidly extricate patients and begin lifesaving
measures.
Progress reports must be submitted quarterly within 15 days(ending December, March,June and
September)and a final report must be submitted within thirty days of the end of the grant period. A
quarterly report must be submitted even if no activities were done during that quarter. Reimbursement
claims must be submitted in accordance with the agreement(monthly or quarterly) by the 20th of the
month following the claim period. A claim must be submitted even if no expenditures were made.
This grant will be funded using National Highway Traffic Safety Administration FAST Act Section 402
program funds. Due to the federal budgeting process,the program funding source is subject to change.
The project is subject to the audit requirements of 2 CFR §200 Subpart F. Note that the
Department/Catalog of Federal Domestic Assistance(CFDA)Program Number and Title that this project
should be associated with in the Schedule of Federal Assistance Programs section of your single agency
audit report are: Department of Transportation/CFDA 20.600—State and Community Highway Safety
Program. A copy of the single audit report covering the grant period must be sent to the Hawaii
Department of Transportation—Highway Safety Section, 869 Punchbowl Street,Room 405,Honolulu, HI
96813.
Within 60 days of the date of project approval, the Highway Safety Section should be advised of your
cognizant Federal audit agency and of when you anticipate the audit report covering the period of this
grant to be issued.

TO THE HAWAII FIRE DEPARTMENT
Bill No. 131 : AN ORDINANCE TO AMEND ORDINANCE NO. 17-39, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR
THE FISCAL YEAR ENDING JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
