These funds will be used to support the Hawai`i Fire Department's Child Passenger Safety program. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $13,340 grant. The Hawai`i Fire Department is requesting that this resolution and bill be waived from Finance Committee and be placed on the April 11, 2018 Council agenda to expedite the receipt of these funds. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The objective of the Hawaii Fire Department's Child Passenger Safety (CPS) program is to increase awareness, educate and ensure the proper use of Child Safety Seats by conducting free CPS inspection clinics at various fire stations and locations throughout Hawaii Island. Our ultimate objective is to reduce the number of children who are being injured or killed in vehicle crashes each year due to the improper use or complete failure to use child safety seats. It is our hope to progressively build on the Hawaii Fire Department's CPS programs in an effort to keep our Keiki safe. Dear Chief Rosario: Enclosed for your action is a copy of the approved highway safety reimbursement project No.OP18-05 (06-H-01),entitled"Hawaii Fire Department Child Restraint Inspection." A total of • $13,340.00 has been obligated to the project. The grant funds will allow the Hawaii Fire Department to increase awareness, provide safety education to parents and the public and ensure proper utilization of child safety seats. Grant funding will also be utilized to train, educate and recertify the department's Child Passenger Safety technicians. Progress reports must be submitted quarterly within 15 days(ending December,March,June and September)and a final report must be submitted within thirty days of the end of the grant period. Reimbursement claims must be submitted in accordance with the agreement(monthly or quarterly) by the 20th of the month following the claim period. A claim must be submitted even if no expenditures were made. This grant will be funded using National Highway Traffic Safety Administration MAP-21 Section 405b program funds. Due to the federal budgeting process,the program funding source is subject to change. . The project is subject to the audit requirements of 2 CFR§200 Subpart F.
