Date MAR 2 8 2 TESTIMONY: BILL 98, DRAFT 2: INTIATES AN AMENDMENT TO ARTICLE XIII, SECTIN 13-28 OF THE HAWAII COUNTY CHARTER (2016 EDITION), RELATING TO THE SALARY COMMISSION. Wednesday, March 28, 2018 @ the Hawaii County Council Meeting By: Hugh Y Ono, Chair & Florence Ikeda, Vice Chair — Hawaii County Salary Commission as authorized by the Salary Commission at its Thursday, March 22, 2018, meeting. OBJECTIVE: Emphasis is that your Salary Commission has heard the concerns of both our. Public and the County Council and has taken the following actions. At its meeting on Thursday, March 22, 2018, your Salary Commission met and included on its agenda were: • Administrative Rules and Amendments — regarding Future Salary Adjustments • Future Salary Adjustments — the process of Evaluation and Decision Making • Bill 98, Draft 2 PROPOSED RULE CHANGES AND SUMMARY OF THIS WEDNESDAY, MARCH 22, 2018, MEETING: • Rule Changes that will be in effect: o Any Proposed Salary Adjustments will be published for a period of no less than 28 calendar days in newspapers of appropriate circulation in both East and West Hawaii. o- All input will be received and considered during this time and up to the time of any Salary Commission adoption. o Salary Commission Meetings, where the adoption of any Salary Adjustments is on the agenda, will be by Video Conferencing to include at minimum both East and West Hawaii. • Future Salary Adjustments — and how they will be addressed and evaluated: o All Salary adjustments will be addressed on a timely schedule as follows: ■ Beginning of every Elective Term of Office. ■ At the time of all Collective Bargaining Newly Negotiated salaries and increments that have a relationship to these Salaries. ■ At any time that a Salary Adjustment should be addressed. o Will be evaluated in accordance with the proposed Administrative Rule Changes as shown above. o Evaluations will include and consider: ■ Comparability with other public and private sector jurisdictions of similar demographics. ■ Consideration of lower level subordinates that report to that level position. ■ Minimum Qualifications, Certifications, and Experience required for that level position. ■ Financial Status of the County of Hawaii. ■ Any other pertinent factors. o Salary Adjustments will include but are not limited to: Increases, Decreases, or No change. o Effective dates for Adoption of any such Salary Increases will be best considered to occur with the beginning of the County of Hawaii's Fiscal Year. Administrative Rule Amendments — Changes that will be implemented. o In accordance with the changes shown above. o In accordance with HRS 91, County of Hawaii Ordinances, Codes, Charters, etc. o Will require an Administrative Rules change hearing. Bill 98, Draft 2 — Salary Commission discussion items. o Unanimously voted to allow the Chair and Vice Chair represent the Salary Commission and its Members at this County Council Meeting. o Consensus agreed to by the Commission that our proposed changes above address the same as proposed by Bill 98, Draft 2. POINTS OF DISCUSSION: • Salary Commission did the right thing in its decisions of December & January, which were approved as follows: o Again the Commission confirmed that the funds for these increases were available. o Had received supporting testimony from County Attorneys, the Police Commission, and Fire Commission. o Also, confirmed that this Commission would have not adopted these increases if funding was not available, period. We are all also citizens of our County of Hawaii and we sincerely care about what happens within our County. CONCLUSION: These following measures will be taking place: o ALL future Salary Adjustments (be it either increases, decreases, or no change) will follow the new procedure as stated above. o Salary Commission Administrative Rules and Procedures will be amended to include these revised measures. • The results of the above discussions are pertinent to your discussion and decision making on this subject Bill and thus, we are here to present this testimony. In Conclusion, your Salary Commission is committed to addressing all future Salary Adjustments conscientiously and we ask that you allow the Salary Commission to take care of this.
