CALL TO ORDER: The public hearing of the Hawaiʻi County Council was called to order by
Chair Valerie T. Poindexter at 5:00 p.m., in the Council Chambers, Hilo.

PURPOSE OF The hearing was held to hear testimony from the public pursuant to the
HEARING: requirements of Section 46- 16.8(c) of the Hawaiʻi Revised Statues, which
requires a public hearing prior to adoption of a county surcharge on state tax.
Bill 102, Draft 2, establishes a one-half percent general excise and use tax
surcharge to fund operating or capital costs of public transportation systems
within Hawaiʻi County, to be levied beginning January 1, 2019.
