Re: Operating Budget -
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $2,425,000 of
into the Office of Housing and Community Development's HOME Investment Partnerships
Program (HOME) grant account(s). This appropriation reflects funding allocations anticipated
from HUD for the Program Year (PY) 2018. The bill sets up the proper accounts to receive and
expend the HOME funds.
This bill is being submitted concurrently with bills to appropriate funds from the Housing Trust
Fund (HTF) and Community Development Block Grant (CDBG). Also being submitted
concurrently with this and the other bills is a resolution to authorize the Mayor to execute and
submit the amended Consolidated and 2018 Hawai`i Action Plans.

A. REQUEST:
Please submit the attached bill to amend Ordinance No. 17-39, as amended, the Operating Budget for
the County of Hawaii for the Fiscal Year ending June 30, 2018 to add HOME Investment Partnerships
Program (HOME) revenue and appropriate the same for the General Fund, as follows:

010.3607.09 HOME Grant - Program Income 50,000.00
010.951.5951.86 Kaloko Heights Affordable Housing $1,400,000.00
010.951.5951.87 Tenant Base Rental Assistance Program $ 900,000.00
010.951.5951.88 OHCD Administration $ 125,000.00
Please also submit a resolution approving and adopting the 2018 County of Hawaii Action Plan and
authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan
and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for
the CDBG, HOME and HTF Programs.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) :
This appropriation reflects anticipated HOME funding from HUD for the PY2018 HOME program received
or anticipated to be received by the OHCD. These funds will be utilized to expand the supply of
decent and affordable housing for low and very low income persons, enable local design and
strategies for developing housing and develop public/private/non-profit partnerships. All of these
projects will benefit persons of low and moderate income throughout the island of Hawaii.
Hawaii Housing Finance and Development Corporation (HHFDC) is the direct recipient of the HOME and
HTF funds and Hawaii County is the state recipient. As the direct recipient of HOME and HTF funds,
HHFDC is required to submit its Annual Action Plan to HUD before receiving its 2018 allocation.
The 2018 activities that will be carried out with the County of Hawaii's HOME and HTF funds will be
submitted to HHFDC and included in their Annual Action Plan.
