Re: Operating Budget .
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $2,528,055
into the Office of Housing and Community Development's Community Development Block Grant
(CDBG) account(s). This appropriation reflects funding allocations anticipated from HUD for the
Program Year(PY) 2018. The bill sets up the proper accounts to receive and expend the CDBG
funds.
This bill is being submitted concurrently with bills to appropriate funds,from the Housing Trust
Fund (HTF) and HOME Investment Partnerships Program (HOME). Also being submitted
concurrently with this and the other bills is a resolution to authorize the Mayor to execute and
submit the amended Consolidated and 2018 Hawai`i Action Plans.

A. REQUEST:
Please submit the attached bill to amend Ordinance No. 17-39, as amended,. the Operating Budget for
the County of Hawaii for the Fiscal Year ending June 30, 2018 to add Community Development Block
Grant (CDBG) revenue and appropriate the same for the General Fund, as follows:

010.931.5935.78 Paradise Park Fire Station - Wildland 4x4 Brush Truck 270 000.00

Please also submit a resolution approving and adopting the 2018 County of Hawaii Action Plan and
authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan
and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for
the CDBG, HOME and HTF Programs.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) :
This appropriation reflects anticipated CDBG funding from HUD for the PY2018 CDBG program income
received or anticipated to be received by the Office of Housing and Community Development (OHCD) .
These funds will be utilized to encourage the development of viable communities by providing decent
housing, suitable and safe living environments, and providing accessibility for disabled
individuals to public facilities. All of these projects will benefit persons of low and moderate
income throughout the island of Hawaii.
The Action Plan is submitted to HUD annually and includes the actual projects and activities that
will be carried out with the County's 2018 CDBG funds. It is required by HUD that the County of
Hawaii submit i - Action an before the County receives its 2018 CDBG allocation.
