SUBJECT: Recommendations for Nonprofit Grant Organizations for FY 2018-2019
Enclosed for your review and consideration are the recommendations of the Human Services and
Social Services Committee (HSSSC), for the FY 2018-2019 appropriations for grants to
nonprofit organizations. These recommendations were made after the review of all eligible
applications provided by the Department of Finance.
On January 31, 2018, one hundred eighty-two (182) applications were received by the
Department of Finance, with requests totaling$5,638,434.00 and the preliminary budget
appropriation for fiscal year 2018-2019 is $1,000,000. Two (2) applications were determined
ineligible, one for being incomplete and the other did not meet the submittal deadline. By way
of comparison, fiscal year 2017-2018 eligible applications totaled one hundred forty-five (145)
with requests totaling $6,528,193.00, for which the Council appropriated $1,500,000.
On February 9, 2018, in compliance with Chapter 2, Article 25 of the Hawai'i County Code, one
hundred eighty (180) eligible applications for fiscal year 2018-2019 were transmitted by the
Department of Finance to the council members for review and appropriation of funds.
On February 20,2018, at a meeting of the HSSSC, an ad hoc committee was formed for the
purpose of conducting application reviews, applicant interviews and award recommendations.
Members of the Ad Hoc Committee were Maile David, Chair, Sue Lee Loy, Vice Chair, and
Councilmembers Karen Eoff and Tim Richards. The first meeting of the Ad Hoc Committee
was held on February 20, 2018 at 12:00 p.m.
On March 5th, 16th, 20th and 21st, 2018, in compliance with Hawai`i Revised Statutes,
Section 92-2.5 and Hawai`i County Code, Chapter 2-25, the ad hoc committee conducted
one hundred eighty (180) interviews. One Hundred (100) interviews took place at Council

Chambers in Hilo, and eighty (80) interviews were conducted at the West Hawai`i Civic Center.
In consideration of time and costs,the ad hoc committee made a decision not to hold site visits
this year.
On March 27, 2018, at 9:30 a.m., the ad hoc committee convened to discuss and determine
recommended award amounts for each of the applicant organizations. The ad hoc committee
members were able to designate specific performance measures, expenditures, and directives,
and its determination of recommendations included amplification of dollars and consideration of
other large funding sources. Although amounts requested by organizations far exceeded
recommended award amounts, all applicants expressed their understanding and conveyed their
determination to continue providing services to supplement the needs of our island communities
and increasing population.
As the Committee on Human Services and Social Services will be asked to approve and accept
the recommendations of the ad hoc committee, the ad hoc committee members chose to take a
proactive and optimistic approach with respect to the FY 2018-2019 appropriations. Keeping in
mind that historically recommendations were based upon a$1.5 million allocation, your ad hoc
committee is proposing one recommendation embracing different outcomes. First is one
proposal based upon a preliminary budget appropriation in the amount of$1 million, and second,
a proposal based upon the historical budget appropriation in the amount of$1.5 million.
Accordingly, attached are spreadsheets labeled Exhibit"A" and Exhibit"A-1" indicating the ad
hoc committee's recommendations for fiscal year 2018-2019 using the preliminary budget
appropriation of$1 million dollars, and using the historical and optimistic budget appropriation
of$1.5 million dollars.
Based on application responses relating to services or activities to be provided by each
organization, the category of services, as defined in Hawai`i County Code Section 2-137 (3),
were attributed as follows: *
