Your Committee on Environmental Management, to which was referred Communication
No. 794, reports as follows:
Communication No. 794, transmitted by Mayor Harry Kim, dated March 8, 2018, nominates
Mr. Myrick Gaffney of Council District 8 to the Environmental Management Commission.
Motion to approve the nomination of Mr. Myrick Gaffney was made by Council Member Eoff
and seconded by Council Member Richards.
As introduced by Ms. Rose Bautista, Executive Assistant to Mayor Harry Kim, Mr. Gaffney was
born and raised in Hawai`i and is the President and Managing Broker of Pacific Boats & Yachts
in Kailua-Kona. He is a graduate of the Punahou School, holds a BS Degree in Political Science
from Oregon State University, and earned a fellowship with the University of the Rhode Island
Graduate School of Oceanography. Mr. Gaffney also served in the US Navy and is a Vietnam
Veteran.
Nominee Gaffney was present in the Kona Chambers and committee members spoke in support
of the nomination and thanked Mr. Gafffney for his willingness to serve on this important
commission. Council Member Eoff said that she has known of Mr. Gaffney and his advocacy
work since the early eighties and stated he was the perfect person for the position.
Council Member Kanuha, speaking in support, urged Mr. Gaffney to feel free to bring out of the
box ideas to the issues commission members are faced with. Council Member Poindexter stated
it was music to her ears, hearing Mr. Gaffney say that he would be "speaking" for the ocean.
Council Member David, speaking in support, reminded Mr. Gaffney that his "hands" would be in
all the sewage treatment plants on Hawai`i Island. Committee Chair O'Hara stated Mr. Gaffney's
knowledge and background regarding wastewater impacts on the ocean would be so helpful to
the commission.

Your committee on Environmental Management is in accord with the purpose and intent of
Communication No. 794 and recommends confirmation of the appointment of Mr. Myrick
Gaffney to the Environmental Management Commission.
