.... <br /> COUNTY OF HAWAII •� � * STATE OF HAWAII <br /> • <br /> OF'H�'� <br /> YE <br /> RESOLUTION NO. 576 1 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND <br /> FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED <br /> FUND ACCOUNT TO PROVIDE A GRANT TO LOKAHI TREATMENT CENTER FOR <br /> ITS CO-OCCURRING DISORDER PROGRAM. <br /> WHEREAS,the Lokahi Treatment Center is a 501(c)(3) nonprofit organization whose <br /> mission is to provide the highest quality mental health and substance abuse treatment services that <br /> are culturally appropriate to Hawai`i Island adults, adolescents, and children; and <br /> WHEREAS,they visualize all of Hawai`i's adults, adolescents, and children to have optimal <br /> physical and mental health, where mental health, substance abuse, dependency and addiction are <br /> recognized as health issues, and where stigma and other barriers to recovery are eliminated; and <br /> WHEREAS, substance abuse and mental health conditions, "co-occurring disorders", often <br /> persist for long periods of time without proper diagnosis due to the high degree of complexity of <br /> symptoms, as well as observed severity; and <br /> WHEREAS, due to its complexity in diagnosis, it is common for only one facet of the dual <br /> diagnosis to be treated; and <br /> WHEREAS, history has shown that isolating treatment for one facet of the diagnosis reduces <br /> the potential for long-term recovery and that the best treatment for dual diagnosis is an integrated <br /> approach; and <br /> WHEREAS,the Lokahi Treatment Center is requesting funds to help purchase materials and <br /> supplies for its Co-occurring Disorder Program that will be used to address substance abuse and <br /> mental health conditions; and <br /> WHEREAS,the Office of the Prosecuting Attorney supports initiatives that coordinate <br /> efforts of government, social service and non-profit agencies to develop and execute a coordinated <br /> response; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency <br /> Relief funds shall be transferred to an accepting County department/agency via resolution identifying <br /> the nonprofit organization and the specific program,project, event, activity, service, equipment, <br /> materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Office of the <br /> Prosecuting Attorney to provide a grant to Lokahi Treatment Center for expenses associated with its <br /> Co-occurring Disorder Program. <br />
