A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HUI OKINAWA FOR
EXPENSES RELATED TO THE 2018 LOOCHOO IDENTITY SUMMIT.
WHEREAS, Hui Okinawa is a 501(c)(3) nonprofit organization that promotes Okinawan
cultural awareness and education for its members and the general public; and
WHEREAS, the LooChoo Identity Summit is an Okinawan cultural, educational,
historical, and ancestral exploratory conference that was held in Hilo from March 23 to March 25,
2018; and
WHEREAS, the 2018 LooChoo Identity Summit fostered a deeper understanding of
Okinawan culture, history, traditional arts, and indigenous language, and provided a venue for
participants to acknowledge their ancestral identity through sharing and interaction with other
participants; and
WHEREAS, as a part of its educational and cultural outreach programs, Hui Okinawa
provided volunteer workers, logistics coordination, and a portion of the cost for food, beverages,
and printing for the 2018 LooChoo Identity Summit; and
WHEREAS, Hui Okinawa is requesting financial assistance for the reimbursement of
funds for expenses incurred from the 2018 LooChoo Identity Summit, including, but not limited
to, printing of programs and instructional material, food, beverages, and supplies; and
WHEREAS, the Department of Parks and Recreation supports programs and activities
that bring cultural awareness and education to the people of Hawai`i Island; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Parks and Recreation to provide a grant to Hui Okinawa for expenses incurred from the 2018
LooChoo Identity Summit.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
