RESOLUTION NO. 581 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
THE LIBRARY—WAIKOLOA REGION FOR THE PURCHASE OF BOOKS FOR ITS
LITERACY PROJECT.
WHEREAS, Friends of the Library—Waikoloa Region(FL-WR) is a 501(c)(3)
nonprofit organization that was formed in 2010 with the primary goal of bringing a State library
to the Waikoloa region; and
WHEREAS, operating out of a bookmobile, the FL-WR serves a population of over
6,000 people in the Waikoloa area, and is the only library in the State without a physical
location; and
WHEREAS, the FL-WR wishes to promote the extension of library services in Hawai`i
and is requesting funds to purchase additional board books entitled On the Day You Were Born
for its literacy project that encourages an early interest in reading and improves literacy in the
community; and
WHEREAS, the Department of Research and Development supports programs that
facilitate the sustainability of Hawai`i Island communities through education and community-
based collaboration; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Research and Development to provide a grant to Friends of the Library—Waikoloa Region for
the purchase of additional board books entitled On the Day You Were Born for its literacy
project.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
