Concerning Rooster Farms
Aloha Committee on Planning!
I would like to provide my email testimony in support of Bill 112 that concerns revising the regulations governing rooster
farms located within various agricultural zones. I support the revision because many of the areas that were once much
more rural are becoming primarily residential in use, particularly those areas having lot sizes 1 acre or smaller. Although
this issue may be more acute in certain neighborhoods, the long term use of these smaller lots as rooster farms will
continue to create conflicts as these areas are further developed.
This bill clearly does not impact lot sizes larger than one acre and most areas, once developed, restrict agricultural uses

residential use, is the early morning crowing that most all rooster do. Secondly, regardless of the efforts of farmers,
roosters and other poultry escape and create feral families that roam throughout the neighborhood. This roaming disturbs
homeowners and their pets and the scratching feral chickens do also disrupts/destroys landscaping areas.
Although I understand the concerns individuals who enjoy raising chickens/roosters have about taking away their right to
do, as they have done for several years, I also sincerely believe that the County Council will continue to hear concerns
about this issue within agriculture zones that are primarily residential. This makes timely consideration of this issue
necessary to avoid the development of new rooster farms on small lots while permitting them in larger lot areas where
there negative effects are not nearly as significant as they when a rooster farm is located next door to someone within a
1/4 acre lot subdivision.
