Subject: Rooster Bill
Aloha,
I have recently become aware of the new bill to restrict rooster's in Ag Zoned areas and feel the need to share
my input.
Although I'm not personally a supporter of cockfighting and can understand some folks irritation with excessive
noise, that is not enough of a justification to violate others rights!
The four rooster limit is to restrictive to accommodate a broad range of property sizes and locations! There are
legitimate reasons to have more than four roosters!
I am currently establishing and maintaining 5 breeds of chickens with goals of 6 breeds for various personal Ag
use, none of which are for cockfighting. I have continued to be primarily vegan for two decades and not
interested in unneeded suffering for sport or entertainment, yet understand and support the respectful/cultural
use of all of Our Earth's creations. I may live my life, have my opinions, even share them, but no one should be
forced from their natural rights to submit to another. This Bill would ultimately be threatening farmers and the
rights of everyone with penalties like fines(extortion),potential jail(kidnapping), potential community
service(forced slavery), all backed by armed forces ready to harm or kill(violence/death threats) should anyone
dare to protect their life and pursuit of security.
One breed I raise is a commercial meat breed. Another is a wild forage off the land breed for multi-use
egg/meat production that requires less purchased feed as they are more apt to forage,these are important for a
natural survival resource. Three are variations or crosses of silkie chickens for eggs, unique black skinned meat,
exceptional broody capabilities for a sustainable homestead, docile nature, and exotic look/show qualities. Also
Auracana's/Americana's for blue egg genetics and beautiful feather color. Maintaining Breed lines for egg
size/color diversity is a valuable resource! For each breed my goal is to raise two genetic lines to insure the
quality, integrity, and survival of my work/livelihood. Should problems like sickness, natural disasters, animal
attacks, etc... kill or hurt one or more lines it is good practice to maintain more than one to insure future
generations, especially after years of line breeding. Each line may require raising several roosters, along with
hens, to have choice selection of the best traits to maintain the quality of breeds. At a very minimum I may need
at least 12-18 roosters. Many folks order their chickens from off island hatcheries, this is great, yet not a
sustainable way to protect island resource security. On island breeders are a valuable asset to our communities!
I raise my chickens as I see fit within my unique microclimate, primarily as a valuable supply of fertilizer and
food source for my dogs/cat, and also trades/sharing or potential income.
My chicken areas are hundreds of feet from my nearest neighbors house and I back the forest reserve for miles,
still would be restricted to four roosters. Most my neighbors have roosters closer to their homes. Are the noise
complainers going to compensate me and others for loss of resources and years of work after they knowingly
bought in Ag Zoned? I did my due diligence! This bill lumps me and others in with other folks situations that
don't always apply, at my loss and inconvenience! Something which many folks have worked years to

accomplish, specifically buying land in Ag Zoned areas to do so. This Bill is negligent to All those whom are
Ag Zoned. The purpose of government is to support the rights of all life, not change the laws to accommodate
self interest!
Furthermore, with many Agproperties being "spaghetti" lots, the 75' distance is impossible. This Bill infringes
on the rights of the people to conduct personal farming practices and farm animal business in Ag areas in an
attempt to accommodate what is most likely folks using Ag Zoned land solely as Residential, I find that is a
violation more worthy of attention than roosters. This Bill seems to protect Non-Ag folks in Ag Zoned. Wrong!
I feel a more appropriate approach would be to enforce existing laws relating to cockfighting when applicable,
that's what they're there for correct? Perhaps, after several complaints about excessive rooster noise an officer

can investigate the situation to determine if the owner is breeding only roosters for cockfighting. The maybe
30(even if it's 100 or 1 million)people that have complained is not a reason to infringe on the rights of others.
Whether one raises chickens or not this Bill would violate of our right's to do so! No Good! This Bill needs To
Go!
