Kudos to the people who drafted this bill, giving voice the thousands of island residents plagued by this problem. I have never understood why roosters are considered "ag" as they are not consumed for food, they do not lay eggs, and they are not being raised for feather lei. They have one, and only one, purpose which violates many local and federal laws. I have a neighbor who has been seen twice shooting roosters in his yard--apparently they were not of a winning quality. Though two neighbors have witnessed this, the police are unable to act if they do not see the violation. Another neighbor has an acre in HPP and the last time he and his wife were at their property in anticipation of building here, they came across dozens of dead rooster carcasses, yet another health hazard and violation of the law. I have no doubt as to the source of these dead animals. Needless to say, these property owners have put their plans on hold as they do not want to live in an area where such things occur. The rooster raiser in our neighborhood has dozens of pens where the animals are kept 24-7, never being allowed to time outside of their 'prisons,' --yet another inhumane act tacitly approved of by non-enforcement of the law. This bill addresses many of the issues, and with the certain support and approval of island families, it will make for better, happier communities island wide.
