AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN
Res. 556-18:
AGREEMENT WITH THE UNITED STATES DEPARTMENT OF THE ARMY,
PURSUANT TO HAWAI‘I REVISED STATUTES SECTION 46-7, FOR THE
COUNTY OF HAWAI‘I TO SHARE COSTS FOR A WAIĀKEA-PALAI FLOOD
RISK MANAGEMENT FEASIBILITY STUDY
Authorizes the Mayor to enter into an agreement that would replace the existing study
with a new study to be funded under the Continuing Authorities Program with no
additional funding required for the current fiscal year.

CONSOLIDATED PLAN AND 2018 ANNUAL ACTION PLAN FOR THE
COUNTY OF HAWAI‘I COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG), HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME), AND
NATIONAL HOUSING TRUST FUND (HTF) AND AUTHORIZES THE MAYOR
OF THE COUNTY OF HAWAI‘I TO EXECUTE AND SUBMIT THE AMENDED
CONSOLIDATED PLAN AND ANNUAL ACTION PLAN AND ALL OTHER
RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD)
The County’s Office of Housing and Community Development anticipates the
following HUD allocations for Program Year 2018: a CDBG allocation of $2,428,055
and program income of $100,000, for a total of $2,528,055 of CDBG funds; an HTF
allocation of $1,425,000; and a HOME allocation of $2,425,000. Funds would be used
towards projects that benefit persons of extremely-low, low, and moderate income
throughout Hawai‘i Island.

program.

BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING
JUNE 30, 2018
Increases revenues in the Federal Grants – Workforce Innovation Opportunity Act
(WIOA) account ($1.3 million); and appropriates the same to the following 2018-2019
WIOA accounts: Administration Planning ($130,000); Adult Program ($400,000);
Dislocated Worker Program ($345,000); and Youth Program ($425,000). Funds would
be used to assist adults, dislocated workers, and youth by providing services that will
train individuals to increase employment, retention, earnings, skills, and literacy.
