Re: Resolution to accept a donation
Enclosed is a resolution accepting the donation of an Alcatel 7710 network switch from
Hawaiian Telcom, c/o Stan Lui, Director of Government Sales, 1177 Bishop Street, Suite
#12, Honolulu, Hawai`i 9681,3. This equipment will be used to replace a switch which
recently failed and allow the County to retain a backup unit once:repairs are complete to
the original'unit.

A. REQUEST:
The Department of Information Technology is requesting the Hawai'i County Council's approval to accept an
Alcatel 7710 network switch from Hawaiian Telcom as an untethered donation to assist us with an emergency
switch failure. If approved, we would like to request a letter of appreciation and a copy of the resolution to be
sent to:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On March 1, 2018, we experienced a critical equipment failure of one of our Network Switches, an Alcatel 7710.
This was a rare and unusual event as these switches are well known for their stability as they have built in dual
power supplies and redundant memory cards (to store the configurations and programming).
This particular switch failure was located at Civil Defense and brought down the entire network.
Systems Support Analysts were able to find a temp fix, however, we still had the predicament of finding a
permanent solution.
In tapping our professional networks, and searching for a spare switch, Hawaiian Tel was able to locate and
gift the County of Hawai'i with a spare switch that was not in use. These switches can cost over$20K, and
HT gifted us with the switch to support our public safety systems, and to literally save lives.
When the faulty Alcatel 7710 comes back from repair, the County of Hawai'i will have a spare switch on hand
for contingencies.

RE: Resolution No. 591-18 : RESOLUTION AUTHORIZING THE ACCEPTANCE
OF AN ALCATEL 7710 NETWORK SWITCH FOR THE DEPARTMENT OF
INFORMATION TECHNOLOGY
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
