The Chair directed the Committee to proceed to the next order of business,
Communications.
Comm. 745: FISCAL YEAR 2018-2019 NONPROFIT GRANT REVIEW PROCESS AND
FORMATION OF AN AD HOC COMMITTEE
From Human Services and Social Services Committee (HSSSC) Chair Maile
Medeiros David, dated February 6, 2018, describing the nonprofit grant review
process and requesting formation of an ad hoc committee. The ad hoc
committee would conduct application reviews with the applicants for the
County's annual nonprofit grant awards and then report its findings to the
HSSSC.

(Note: There is a motion by Mr. Richards, seconded by Ms. Poindexter, to close
file on Comm. 745.)

Comm. 745.1: From Finance Director Deanna Sako, dated February 9, 2018, transmitting
applications from eligible nonprofit organizations for the Council's review and
appropriation of funds for the Fiscal Year 2018-19 nonprofit grant program.

ORGANIZATIONS
From Human Services and Social Services Committee (HSSSC) Chair
Maile David, dated April 4, 2018, transmitting the HSSSC Ad Hoc Committee's
recommendations for grant funding to nonprofit organizations for inclusion in the
County of Hawaii Operating Budget for Fiscal Year 2018-2019. A total of 180
eligible applications were received, with requests totaling $5,638,434. The
recommendations have been developed through a review of all applications with
each applicant.

CHR. DAVID: Thank you Mr. Clerk. At this time, before I entertain a motion to
postpone, I just wanted to give a brief summary of what is happening today. The
purpose of this meeting is to present the ad hoc committee's recommendations for
inclusion in the operating budget for fiscal year 2018 and 2019. The Council will
not entertain any discussion on these recommendations, pursuant to Hawaii
Revised Statutes 92-2.5 and Council Rule seven, that prohibits any deliberation
today. This is our second of three meetings, so before I say any more, I'd just like
to thank the ad hoc committee members, Vice Chair Lee Loy, members Richards
and Eoff for helping us through this very time consuming and quick review. I
really appreciate everybody working together to get this to the point we have
today. So, my thanks to all of you. This is the second of three meetings, like I
said, and the purpose of having this one on the agenda today is to officially
receive the recommendations that we, the ad hoc committee, had made. In that
case, I will now entertain a motion to postpone communication 745.3 and all
related communications to our April 24, 2018 meeting.
Vote on Motion to Mr. Richards moved to postponed Comm. 745 to April 24,
Postpone: 2018. Seconded by Ms. Lee Loy and carried by the
(Approved) by the following voice vote:
Ayes: Committee Members Eoff, Kanuha, Lee Loy,
O'Hara, Poindexter, Richards, Ruggles, and
Chair David — 8.
Noes: None.
Absent: Committee Member Chung — 1.
Excused: None.

ADJOURNMENT: There being no further business, at 10:16 a.m., Ms. Lee Loy moved to adjourn the
meeting. Seconded by Mr. Richards and carried by the following voice vote:

O'Hara, Poindexter, Richards, Ruggles, and
Chair David — 8.
Noes: None.
Absent: Committee Member Chung — 1.
