CALL TO The regular meeting of the Committee on Planning was called to order at
ORDER: 9:34 a.m., in the Council Chambers, Hilo, by Ms. Karen Eoff, Chair.

COMMUNI- The Chair directed the Committee to proceed to the next order of business,

Comm. 834: NOMINATION OF KENNETH SUGAI TO THE WATER BOARD
From Mayor Harry Kim, dated March 21, 2018, submitting for the Council's
review and confirmation the above nomination.
Requires Council
Confirmation by: May 4, 2018 (Section 13-4(1),
Hawaii County Charter)

Vote on Comm. 834: Mr. Richards moved to recommend confirmation of the
(Approved) appointment of Mr. Kenneth Sugai to the Water Board.
Seconded by Mr. Kanuha and carried by the following
voice vote:
Ayes: Committee Members Chung, David, Kanuha,
Lee Loy, O'Hara, Poindexter, Richards, Ruggles,
and Chair Eoff — 9.
Noes: None.
Absent: None.
Excused: None.
Committee Members spoke in favor of the appointment.
CHR. EOFF: Motion carries. Congratulations. You don't have to reappear at the
Council meeting, which will be in two weeks but that would finalize your
confirmation.
MR. SUGAL Okay, thank you very much.
CHR. EOFF: Thank you.
MR. SUGAL Thank you all.
MS. BAUTISTA: By the way, he drove all the way from Kona to be with us
today, so thank you.
CHR. EOFF: I know, I thought you were going to be in Kona. Thank you for
being here with us.
MR. SUGAL You're welcome.
CHR. EOFF: Okay. Mr. Clerk, can you please read Communication 835?
Comm. 835: REAPPOINTMENT OF JAMES MCCULLY TO THE BOARD OF APPEALS
From Mayor Harry Kim, dated March 19, 2018, submitting for the Council's revie-
and confirmation the above nomination.

Confirmation by: May 4, 2018 (Section 13-4(1),
Hawaii County Charter)

Vote on Comm. 835: Ms. Lee Loy moved to recommend confirmation of the
(Approved) appointment of Mr. James McCully to the Board of
Appeals. Seconded by Ms. O'Hara and carried by the
following voice vote:
Ayes: Committee Members Chung, David, Kanuha,
Lee Loy, O'Hara, Poindexter, Richards, Ruggles,
and Chair Eoff — 9.
Noes: None.
Absent: None.
Excused: None.
Committee Members spoke in favor of the appointment.
CHR. EOFF: Motion carries. Thank you very much. Same thing as I told
Mr. Sugai, you don't have to be here for the Council meeting, but that will
confirm your appointment.
MR. MCCULLY: Thank you, I appreciate that.
CHR. EOFF: We're going to recess, but both of you guys can come by and we
can shake your hands.
MR. MAEDA: Motion to adjourn.

There being no further business, at 9:50 a.m., Ms. Lee Loy moved to adjourn the
meeting. Seconded by Ms. David and carried by the following voice vote:
Ayes: Committee Members Chung, David, Kanuha, Lee Loy,
O'Hara, Poindexter, Richards, Ruggles, and Chair Eoff — 9.
Noes: None.
Absent: None.
Excused: None.
