Your Committee on Finance, to which was referred Communication No. 839, reports as follows:
Communication No. 839, transmitted by Mayor Harry Kim, dated March 21, 2018, nominates
E. Koohan Paik of District 1 to the Hawai`i County Public Access, Open Space, and Natural Resources
Preservation Commission(PONC).
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced E. Koohan Paik. Ms. Paik holds a
Masters Degree in Fine Arts from New York University-Tish School of Arts, and a Bachelors of Arts
degree in Journalism from the University of Southern California. Ms. Paik has also studied in Italy,
France, and at Harvard University. If confirmed, she will serve to fill a term expiring December 31, 2022.
Nominee Paik was present and expressed that it would be an honor to serve on the Public Access, Open
Space, and Natural Resources Preservation Commission. Several Council Members commented in favor
of her appointment.
Chair David stated that Ms. Paik did not need to appear at the next Council meeting for confirmation of
her appointment.
Pursuant to Article 42, Section 2-1215(a), Hawaii County Code, there is established an Public Access,
Open Space, and Natural Resources Preservation Commission, which shall consist of nine members,
appointed by the Mayor and confirmed by the Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 839, and
recommends confirmation of the appointment of E. Koohan Paik to the Hawai`i County Public Access,
Open Space, and Natural Resources Preservation Commission.
