No. 556-18 PLACE: Council Chambers Hilo, Hawai`i TIME: 10:49 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 556-18, reports as follows: Resolution 556-18, transmitted by Finance Director Deanna Sako, via Communication No. 843 dated March 21, 2018, authorizes the Office of the Mayor to enter into an agreement with the United States Department of the Army, pursuant to Hawai`i Revised Statutes Section 46-7, for the County of Hawai`i to share costs for a Waiakea-Palai Flood Risk Management Feasibility Study. This resolution authorizes the Mayor to enter into an agreement that would replace the existing study with a new study to be funded under the Continuing Authorities Program with no additional funding required for the current fiscal year. • Council Member Aaron Chung stated he is in favor of this resolution but has rarely come across an open-ended resolution where the County is sharing costs. Allan Simeon, Acting Director of Public Works, explained that Public Works has an agreement with the Army Corps of Engineers (Army Corp) for the feasibility phase study which is comparable to an environmental and planning stage similar to Continuing Authorities Program (CAP)projects. The Army Corp and the County have agreed that the Army Corp would do this study to determine alternatives that reduce risks and increase life safety within watershed areas. Going back to 2002, the total cost is about $3 million of which fifty percent has already been paid by the County for both the Palai Stream Study and the Waiakea Study. Mr. Simeon stated that in 2012, when an amendment was done for the Palai and Waiakea projects, it was dealt with collectively instead of separately. Mr. Simeon stated he spoke with the Army Corp and they are not expecting any more money from the County for this phase of the project. He also commented that after this phase is completed, it will be at the design and implementation stage, at which time it will require another agreement to proceed into the design stage.
