SUBJECT: REVISION OF SPEED LIMITS ON KAMEHAMEHA AND
KILAUEA AVENUES
Attached is the Department of Public Works' report for revision of
speed limits on Kamehameha and Kilauea Avenues.
It is hereby re.• ested that Section 10-5 of Ordinance No. 39 be
amended as stated in Section III of the report.

REVISION OF SPEED LIMITS
ON
KAMEHAMEHA AND KILAUEA AVENUES
I. Kamehameha Avenue
A. Current speed limits.
1. 25 mph from Wailuku Drive to Ponahawai Street.
2. 35 mph from 500 feet Puueo of Manono to Kalanianaole Street.
3. 40 mph from Ponahawai Street to 500 feet Puueo of Manono.
B. Discussion.
The speed limit on Kamehameha Avenue is 25 mph at its beginning at
Wailuku Drive, goes up to 40 mph from Ponahawai to Manono Street,
then decreases to 35 mph from Manono to Kalanianaole Street. Since
there is only a 5 mph difference in speed limits between the latter
two sections, it is felt that the 40 mph section should be reduced
to 35 mph. This will then permit only one speed limit from down-
' town to the airport, which makes it easier for the police to enforce.
In addition, this would also aid to lower the vehicle approach speeds
at Pauahi Intersection, which is a positive safety factor.
II. Kilauea Avenue
A. Current Speed Limits.
1. 25 mph from Haili Street to Ponahawai Street.
2. 35 mph from Ponahawai Street to Aupuni Street.
3. Undesignated from Aupuni Street to Lanikaula Street (which is
30 mph for business zone, 35 mph for residential zone and 55
mph for others).
4. 40 mph from Lanikaula Street to Haihai Street.
B. Discussion.
There is a variety of speed limits over similar areas along Kilauea
Street. To have some systematic scheme, the following is suggested.
1. Haili Street to Ponahawai Street - Downtown area, keep at 25 mph.

2. Ponahawai Street to Lono Street - Principally business area,
therefore recommend lowering to 30 mph.
3. Lono Street to Haihai Street - Residential area, therefore
recommend setting at 35 mph.
III. Recommendation:
To incorporate those changes recommended in Sections I-B and II-B, it
is requested that Section 10-5 of Ordinance 39 be amended as follows:
1. Subsection (d)1 and (d)2 be repealed.
2. The following subsectiortsof Subsection (c) - Thirty-five miles per
hour - be amended to read as follows:
"13. Kamehameha Avenue from Ponahawai Street to Kalanianaole
Avenue."
"17. Kilauea Avenue from Lono Street to Haihai Street. "
3. The following subsection be added to Subsection (b) - Thirty miles per
hour:
Kilauea Avenue from Ponahawai Street to Lono Street."
