Re: Operating Budget
• Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $15,000 of
State funds into the Office of Housing and Community Development's Workforce Innovation
Opportunity Act (WIOA)- Sector Partnership Engagements account. This appropriation reflects
funding allocations anticipated from the Department of Labor and Industrial Relations in the
current fiscal year. The bill sets up the proper accounts to receive and expend the WIOA funds.
The Office of Housing and:Community Development (OHCD) indicates that these funds will be
utilized to provide funding for Sector Partnership Engagement to identify business's employment
and training needs.:.
The OHCD requests that this bill be waived from the Finance Committee and be placed on the
May 9, 2018 Council Agenda in order to ensure that these funds are received during the current
fiscal year. If thereare any questions,please do not hesitate to call Christine Nguyen of the Office

A. REQUEST:
We request to amend Ordinance 17-39, The 2017-2018 Operating Budget to add to the Budget in the Workforce
Innovation and Opportunity Act Funds as follows:
The Office of Housing and Community Development is requesting the appropriation of $15,000.00 to the
WIOA funds 065 account (request a new account #WIOA State General funds) to fund the following activity:
The monies is being paid to the county as a pass through County Sector Partnership Engagement to be
facilitated and convened with the Hawaii Island Economic Development Board (requesting a new account
to be set up 065. 115; WIOA Sector Partnership Engagements, Misc Contract Services).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The appropriation reflects anticipated state general funds funding allocations by the Department of Labor and
Industrial Relations, Workforce Development Council (WDC). These funds are a pass through to the county of
Hawaii Office of Housing and will be utilized to provide funding for Sector Partnership Engagement to identify
businesses' employment and training needs. Funding to be facilitated and convened with the Hawaii Island
Economic Development Board.
Request to bypass Finance Committee as there will be no County General Funds involved in these transactions.
The ordinance merely sets up the proper accounts to receive and expend the WDC funds.

RE: Bill No. 145 : AN ORDINANCE TO AMEND ORDINANCE NO. 17-39, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI`I FOR THE
FISCAL YEAR ENDING JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
