Your Committee on Planning, to which was referred Communication No. 885, reports as
follows:
Communication No. 885, transmitted by Mayor Harry Kim, dated April 6, 2018, nominates
David De Luz, Jr., of Council District 3 to the Hawai`i County Water Board.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Mr. De Luz who appeared in
person for this nomination. Mr. De Luz was born and raised on the Big Island and states that he
is not affiliated with any political party. If confirmed, he will serve a term ending December 31,
2022.
Several Council Members commented in favor of Mr. De Luz. The vote was then taken with
seven Council Members voting"aye." Chair Eoff stated that Mr. De Luz did not need to appear
at the next Council meeting for confirmation of his appointment.
Pursuant to Section 8-2 of the Hawaii County Charter, the Mayor shall appoint with the
approval of council, a resident of each council district to serve on the County of Hawaii Water
Board.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 885, and recommends confirmation of the appointment of David De Luz, Jr., to the Hawai`i
County Water Board.
