This Bill is needed to track vacation rentals and ensure that the County properly regulates them.
It would require existing transient vacation rentals outside of the Vacation District, the General Commercial District
or Resort Nodes to apply for a nonconforming use certificate.
Vacation Rentals in allowed districts should definitely be required to register with the County.
In addition, by better tracking and registering vacation rentals, TAT and other required taxes could be collected
from the owners. This additional source of funds as we all know, would provided much needed revenue for Hawaii
County. Bill 108 would be a great model for other Islands to adopt too !
I also believe that there should be an anonymous hot line for residents who live near vacation rentals to report the
residence to the County to ensure they meet the County regulatory requirements of Bill 108.
Thanks for allowing me to share my comments.
