Dear members of the Committee on Planning,
I would like to comment on the Bill 108 concerning the Airbnb's on the big island. We live in
our home for 5 months of the year and share it with other members for the remaining 7
months. Our guests are from around the world and enjoy the quiet and friendly neighborhood
we live in. My wife and I have upgraded the home and spent many hours and quite a bit of
money, making our home welcoming and trying to be a good steward in the community. We
spend money in the community, as do our guests when they share our home. Our agreements
with three native hawaiians to clean and maintain our home creates employment for local
people. We support Bill 108's exemption for people sharing their primary residence;
- Oppose ban of new rentals in Ag and residential areas, and instead create a path to legalize
new rentals in these areas;
- Support Bill 108's "grandfathering" of existing rentals as proposed, but simplify the permit
process to encourage compliance;
- Specify how much the Non -Conforming Use Certificate (NUC) to do home sharing will cost
residents in Residential and Ag zones;
- Allow those seeking NUCs to apply within 180 days rather than require them to obtain the
permit within that time frame;
- Reduce the $500.00 renewal fee for NUCs and change the renewal process to a bi-annual
requirement, rather than an annual one, in order to encourage compliance.
