Aloha,
My husband and I live full time in our home on Hu"alalai Road in Kailua-Kona. We also
own two vacation rental condos on Ali'i Dr.
When my husband and I purchased our home in 2011, the house behind us was lived
in full-time by the owners who built the house.
The house has now been sold and is being used as a vacation rental. Our formerly
respecful neighbors have been replaced by partying vacation renters. They have no
respect for the fact that they are in a house in a neighborhood and there are people in
the houses next door to them.
The renters are in vacation mode. They stay up late, party and make noise to the wee
hours of the morning at times. Many of the neighbors work fulltime. Even those of us
who may not work fulltime, have busy lives and don't appreciate being woken up late
at night by loud parties or drunken vacationers.
Yes, we can call the rental agency who sometimes have luck getting the vacationers
to tone it down. Sometimes they don't. Depends on if they can hear the phone ringing
over their noise.
It is an inconvenience as we get woken up, have to find the number, call and report
the problem. There was one occassion where the police were called as we could hear
threats being made that they were going to kill another person in the house.
There is a shortage of rooms to rent for vacationers since a few hotels have been torn
down and Kona Village has not been repaired.
Putting a hotel at the corner of Henry and the highway is not a good location. There is
too much traffic congestion there already. Plus vacationers don't want to be in that
kind of area anyway.
Vacation rentals do not belong in neighborhoods. Especially if the owners do not live
on property to take care of issues that arise and keep their renters in check.
Too many owners of vacation rentals live off island and are skirting the law by not
having on island agents. They list their cleaners or friends as their contact person but
owner is the one the renter is supposed to contact.
While this bill will not help us if you allow existing rentals to be grandfathered in,
perhaps it will help others.
