Aloha Mai Kakou:
am submitting testimony opposing any further establishment of vacation rentals by absentee
owners. There is already a shortage of affordable homes in the Kona district and vacation rentals by
absentee owners only exacerbate that problem and drive up the costs of housing for residents.
addition, vacation rentals promotes the growth of tourism in Kona without directly addressing the
impacts to the infrastructure and promotes company's who conduct their businesses outside of
Hawaii and do not pay their fair share of taxes local taxes.
I recommend that the Planning Committee undertake a study of that determines maximum limits for
vacation rentals, designated zones, potential impacts, mitigation plans and provides for public input
before any further vacation rentals by absentee owners are permitted. I also recommend that the
planning committee confer with the Kona Development Plan Action Committee.
