PWPRC-19 April 24, 2018 Res. 588-18: ACCEPTS THE DEDICATION OF ROAD LOT 10-13, IDENTIFIED AS TAX MAP KEY: 7-5-020:083, SITUATED AT PUAPUA`A 1, DISTRICT OF NORTH KONA, ISLAND AND COUNTY OF HAWAII, STATE OF HAWAII FROM THE BETTY C. KANUHA FOUNDATION, INC., A HAWAII NON- PROFIT COMPANY Dedicated to the County for public roadway purposes. Reference: Comm. 881 Intr. by: Ms. Ruggles (B/R) Motion to Approve: Ms. Lee Loy moved to recommend adoption of Res. 588-18. Seconded by Ms. O'Hara. CHR. RUGGLES: This is a resolution that I introduced by request. We do have Mr. Kim from the Department of Public Works if anyone has any questions. MR. KANUHA: Madam Chair? CHR. RUGGLES: Go ahead, Mr. Kanuha. MR. KANUHA: Thank you. I spoke to Corporation Counsel earlier and spoke to the family as well, and they'd like to postpone this to the next committee meeting. It's because they want to just get more information, just sit down, talk -story, and make sure everything's all good. And at which point during that discussion, I'm going to recuse myself because I'm on the board of the Betty Kanuha Foundation. So, just full disclosure, just wanted to let everybody know about that. And, at which point, the rest of the committee can vote on the bill, but because the family wanted to just get more information about what's going on, they'd like to postpone it. CHR. RUGGLES: Okay, great. Thank you. Is there anyone else wishing to comment? Vote on Motion to Ms. Lee Loy moved to postpone Res. 588-18 to Postpone: May 8, 2018. Page 2 PWPRC-19 April 24, 2018 Res. 589-18: ACCEPTS THE DEDICATION OF ROAD LOT A, IDENTIFIED AS TAX MAP KEY: 7-5-004:013 AND 7-5-004:031, SITUATED AT KEOPU IST AND MOEAUOA 2ND, DISTRICT OF NORTH KONA, ISLAND AND COUNTY OF HAWAII, STATE OF HAWAII FROM PRIME A. INVESTMENTS, LLC, A DELAWARE LIMITED LIABILITY COMPANY Dedicated to the County for public roadway purposes. Reference: Comm. 882 Intr. by: Ms. Ruggles (B/R) Motion to Approve: Mr. Kanuha moved to recommend adoption of Res. 589-18. Seconded by Ms. O'Hara. CHR. RUGGLES: Is there any discussion? MR. KANUHA: Yes. CHR. RUGGLES: Go ahead, Mr. Kanuha. MR. KANUHA: Can we bring up Ronald Kim? (Note: At this time, Deputy Corporation Counsel Ronald Kim came forward to address the members of the Committee.) MR. KANUHA: Before he comes up there, I just wanted to say this is something we've been working on for a really long time, getting this roadway constructed and approved and dedicated to the County. This road is Alahou Street, correct, Mr. Kim? MR. KIM: Good morning, this is Deputy Corporation Counsel, Ronald Kim. Yes, Council Member Kanuha, I believe this is the Alahou Street extension. MR. KANUHA: Thank you, and just for a little background, Alahou Street is the connection between the Hamburger Hill subdivision or the Lono Kona subdivision and Henry Street. Previously, we put a street light there that connects that subdivision to basically Lanihau. So, it's something that a lot of money was spent and a lot of effort was put in so that we wouldn't have a cul-de-sac subdivision. This was another access point for public safety reasons. So, it was a big project and I'm glad the administration took on this project, but it's been a while since this roadway was completed. And now, finally, it's nice to see it dedicated to the County, and hopefully, soon, we can open up the gate and have residents now access their subdivision, or Henry Street from their subdivision. Just real quick, Mr. Kim, is Public Works there? MR. KIM: Yes, there is a representative from Public Works here. It's Page 3 PWPRC-19 Vote on Res. 589-18 (Approved) April 24, 2018 Mr. Ben Ishii, Section Chief of the Engineering Division. MR. KANUHA: Thank you, and I'm not going against what is happening today. I think it's a great thing, we need to move this forward as quickly as possible, because we have been waiting for a while. Mr. Ishii, can you kind of give me a timeline of when we're going to open up Alahou Street and basically improve the necessary, on the County's side, the other side, the southside of the road, so that we can open this up? MR. ISHII: Ben Ishii with the Department of Public Works, Engineering Division. As far as the southside, we did secure the easement over that parcel that separates the portion that is being dedicated to the end of the existing Alahou Street. Once we get this portion dedicated, our Highway Maintenance Division will go in, remove the gate, and do the necessary paving to connect the road. Probably after we get dedication, it will probably take about two months to get the construction completed MR. KANUHA: How many months? MR. ISHII: Two months. MR. KANUHA: Two months? Okay. Sounds good. I'm just trying to get the information out to the public or to especially that subdivision, who have been waiting for a long time on this access way. So, the more information they know, the better informed they'll be. So again, mahalo for all your guys' hard work and hopefully we can get it sooner rather than later. But, thank you and I ask the rest of my colleagues to support this. MR. ISHII: Thank you. CHR. RUGGLES: Thank you, Mr. Kanuha. Is there anyone else wishing to comment or ask a question?
