Dear Chief Ferreira:
Enclosed for your action is a copy of the approved highway safety reimbursement project
No.HDOT SE 201$-1,entitled"Hawaii Police Department Speed Equipment." A total of
$61,100.00 has been obligated to the project.
The grant funds will be used to purchase equipment to aid in speed control enforcement.
Progress reports must be submitted quarterly within 15 days(ending December, March, Jtme and
September)and a final report must be submitted within thirty days of the end of the grant period.
A quarterly report must be submitted even if no activities were done during that quarter.
Reimbursement claims must be submitted in accordance with the agreement(monthly or
quarterly)by the 20th of the month following the claim period. A claim must be submitted even
if no expenditures were made.

Speeding is one of the most prevalent factors contributing to traffic crashes. The National
Highway Traffic Safety Administration (NHTSA) estimates that the economic costs to society of
speed-related crashes to be $40.4 billion per year.
The U.S. Department of Transportation's National Highway Traffic Safety Administration
(NHTSA) released a new National Survey of Speeding Attitudes and Behavior (December 11,
2013)in which nearly half of drivers surveyed say speeding is a problem on our nation's roads,
and one in five drivers surveyed admitted, "I try to get where I am going as fast as i can."

• Decreases the effectiveness of vehicle design features such as airbags and restraint

In 2017, Hawaii County has already documented 18 speed related fatalities,which is the
highest number we have encountered over the past eight years. This new funding is an ideal
source for HPD to obtain additional equipment for patrol and traffic officers.
GRANT GOALS
Goals serve as the foundation upon which the grant is built. Goals are what you hope to accomplish by
implementing a traffic safety grant and represent an end result. Grant goals should be stated in
measurable terms(i.e.,a percent reduction),be concise and deal with a specific item,be realistic with a
reasonable probability of achievement,and be related to a specific timeframe(a "by"date). Please
notate baseline from which the reduction/increase will result.
During Federal Fiscal Year (FFY) 2018, HPD will purchase Speed Detection Equipment in an
attempt to reduce the number of speed related fatalities, and to assist with the overall goal and
objective of the 2018 Speed Grant of issuing 1,500 or more speeding citations.
GRANT OBJECTIVES
Objectives are tasks or activities conducted in order to accomplish the grant goal(s) (e.g.,develop
permanent fitting stations for child restraints,enforcement activities,educational activities,etc.). Grant

1. Purchase 10 Stalker II Moving radar units for patrol districts for speed enforcement
2. Purchase 20 LTI TruSpeed laser units for patrol districts for speed enforcement

Purchase(10)Stalker II radar units and 20 LTI laser units to provide additional speed detection devices for
patrol and traffic officers for daily enforcement. The department's patrol and traffic force consist of 242
officers. We have received through speed related grants approximately 54 radar units and 49 laser units
