RESOLUTION NO. 61.0 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
JAPANESE CENTER FOR EXPENSES RELATING TO THE 150TH ANNIVERSARY OF
THE ARRIVAL OF THE FIRST JAPANESE IMMIGRANTS TO HAWAII.
WHEREAS, the Hawai`i Japanese Center is a 501(c)(3) nonprofit organization that
serves as a cultural, research, and educational center for the community and as a resource for
people of all ages and backgrounds to learn about the sacrifices and contributions that
immigrants from Japan and elsewhere made to Hawai`i; and
WHEREAS, the first Japanese immigrants to Hawai`i arrived at Honolulu Harbor on
June 20, 1868, aboard the vessel Scioto, and became known as the "gannenmono," or"first year
men," because they worked in the first year of the Meiji era; and
WHEREAS,the Hawai`i Japanese Center has planned commemorative events
throughout 2018, however their formal celebration will happen in June, 2018, which will include
cultural and educational events, and a Hawai`i-Japan hula performance; and
WHEREAS, the Hawai`i Japanese Center has requested funds to purchase educational
materials, flyers for public outreach and information, brochures, and other miscellaneous items
for the planning and implementation of these events; and
WHEREAS, the Department of Parks and Recreation supports activities and programs
that promote culture, art, history, and the humanities; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Parks and Recreation to provide a grant to the Hawai`i Japanese Center for planning and
implementation expenses to commemorate the 150th anniversary of the arrival of the first
Japanese immigrants to Hawai`i.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
