Re: Operating Budget
The County of Havwai`i.has been awarded $7,600 from the Lili'uokalarn Trust These funds will
be used to support Ike Kai Summer Program and the Ike Kai After School Program. These
programs provide children with experiences in Hawaiian cultural practices of ancient Hawaiian
wayfinding through STEM learning tools and techniques.
Enclosed is a resolution to accept these funds. Also enclosed is a bill for an ordinance amending
the Operating Budget by appropriating this.$7,600. The Department of Parks and Recreation is
requesting that this resolution and bill be waived from Finance Committee and be placed on the
May 21, 2018 Council agenda to expedite the receipt of these funds during the current fiscal year.

A. REQUEST:
Requesting a bill for an ordinance to create a revenue and expenditure account in Recreation Division's
budget entitled "Youth Development - LT Contrib" in the amount of$7,600 as well as accept private
contributions from Thomas K. Kaulukukui, Jr., Patrick K.S.L. Yim and Clair L. Asam, Trustees of Lili'uokalani
Trust in the same amount.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii Department of Parks and Recreation, Recreation Dvision will be receiving $7,600 from
Lili'uokalani Trust for the Ike Kai Summer Program and Ike Kai After School Program. The Ike Kai programs
provides children with experiences in Hawaiian cultural practices of ancient Hawaiian wayfinding through
STEM learning tools and techniques.
The department requests that this bill be waived from Finance Committee and proceed directly for Council's
review to help expedite this project.

RE: Resolution No. 613-:18 : RESOLUTION AUTHORIZING THE ACCEPTANCE
OF A MONETARY DONATION OF $7,600 TO THE DEPARTMENT OF PARKS
AND RECREATION
Bill No. 150 : AN ORDINANCE TO AMEND ORDINANCE NO. 17-39, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI`I FOR
THE FISCAL YEAR ENDING JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
