Re: Capital Budget cv
The Department of Parks and Recreation is requesting to add an appropriation to Ordinance
18-40, the Capital Budget, for their Hilo Bayfront Trails project. The State of Hawai`i
Department of Land and Natural Resources awarded the County of Hawai`i Department of
Parks and Recreation $220,00.0.:to construct a paved multi-purpose pathway along Hilo
Bayfront.
Enclosed is a bill for an ordinance to add the project titled"Hilo Bayfront Trails Ph 2 -
Fed" and to appropriate $220,000.to the Capital Budget for this.project.
The Department of Parks and Recreation is requesting this bill to be waived from the
Finance Committee and be placed on the May 21, 2018 Council agenda in order to
establish thisaccount during the.current fiscal year. If there are any questions, please
contact Reid Sewake.of the Department of Parks and Recreation at
961-8560.

A. REQUEST:
An ordinance amending Ordinance 17-40, The Capital Budget, by adding the appropriation for Hilo Bayfront
Trails Phase 2-Federal $220,000 and Federal Grants Receivable $220,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Land and Natural Resources has awarded the County of Hawaii Department of
Parks and Recreation $220,000.00 to provide funding to construct a paved multi-purpose path along Hilo
Bayfront.
The department requests that this bill bewaived from Finance Committee and proceed directly for Council's
review to help expedite this project.

RE: Bill No. 152 : AN ORDINANCE AMENDING ORDINANCE NO. 17-40,
AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING
THEREOF FOR THE FISCAL YEAR JULY 1, 2017 TO JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
