Reference: Comm. 931 Intr. by: Ms. David (B/R) Page 2 FC -35 May 21, 2018 Res. 615-18: DETERMINES THE REAL PROPERTY TAX RATES FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR JULY 1. 2018_ TO JUNE 30. 2019 Proposes rate changes that would decrease estimated real property revenues by approximately $10,262,796. The Residential, Apartment, Hotel and Resort, Commercial, Industrial, Agricultural or Native Forests, and Conservation classes of property tax rates would be decreased; the Affordable Rental Housing and Homeowners classes of property to remain at their current tax rates. Reference: Comm. 939 Intr. by: Mr. Richards Res. 616-18: AUTHORIZES A DECREASE IN THE COUNTY OF HAWAII FUEL TAX FOR FISCAL YEARS 2018-2019 AND 2019-2020 Decreases the fuel tax by 5 cents per gallon for Fiscal Year 2018-2019, bringing it to 14 cents per gallon, and by 9 cents per gallon for Fiscal Year 2019-2020, bringing it to 14 cents per gallon. Fuel taxes may be used to support the safe and efficient operation of County roads, mass transit, and highway infrastructure. Reference: Comm. 940 Intr. by: Mr. Richards BILLS FOR ORDINANCES Bill 153: INITIATES AN AMENDMENT TO ARTICLE XV OF THE HAWAII COUNTY CHARTER (2016 EDITION), BY ADDING A NEW SECTION RELATING TO FISCAL IMPACT STATEMENTS Would require that any proposed amendment or revision to the Hawaii County Charter be accompanied by a Fiscal Impact Statement that describes the immediate and potential future effects the amendment or revision would have on County revenues, expenditures, taxes, and fiscal liabilities. The Fiscal Impact Statement must be prepared in a manner that is easily understood by voters and would be placed on the County website and be made available for inclusion as part of any voter information pamphlet that addresses County ballot propositions.
