Your Committee on Finance, to which was referred Communication No. 905, reports as follows:
Communication No. 905, transmitted by Mayor Harry Kim, dated April 19, 2018, nominates
David Wiseman of District 7 to the Hawai`i County Board of Ethics.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced David Wiseman. Judge Wiseman
recently retired as Associate Judge of the U.S. Commonwealth Superior Court in Saipan. He obtained
his Bachelor of Science in Business Administration from Suffolk University and Juris Doctorate from
Suffolk University Law School in Boston. If confirmed, he will serve to fill a term expiring
December 31, 2021.
Nominee Wiseman was present and expressed that it would be an honor to serve on the Board of Ethics.
Several Council Members commented in favor of his nomination.
Chair David stated that Judge Wiseman did not need to appear at the next Council meeting for
confirmation of his appointment.
Pursuant to Article 42, Section 2-1215(a), Hawai`i County Code, there is established an Public Access,
Open Space, and Natural Resources Preservation Commission, which shall consist of nine members,
appointed by the Mayor and confirmed by the Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 905, and
recommends confirmation of the appointment of David Wiseman to the Hawai`i County Board of Ethics.
