The Honorable Members of the
Hawaii County Council:
I would like to bring to your attention a matter of great
concern to the residents of Pacific Paradise Mountain View
Manor, off North Oshiro Road, and to the members of the
Neighborhood Watch Program of this same subdivision.
Recently three of the Community Policing Officers assigned to
the District of Puna were promoted and reassigned. Their
positions were filled by three new CPO's. We have been
informed that the new officers will only be able to act in
the capacity of CPO for two days out of the week, and
possibly not even that if it is determined that they are
needed elsewhere on patrol duty. This also holds true of
other subdivisions.
We need these officers to function as full-time CPOs, and
therefore request your assistance in seeing that funds are
made available to the Police Department in order that they
may fill job openings so that our CPO's can do the work for
which they are badly needed.
Because of strong Community Policing programs, crime rates
throughout the country, including Hawaii, have dropped.
However, by cutting off our support from the Police
Department, our Neighborhood Witch Program will not survive.
Speaking for myself and others in our program, the hundreds
of volunteer hours we have put in will have been for nothing.
If the present conditions continue, there will be little
encouragement for new Officers to join the program, nor will
civilian volunteers want to be associated with a program
whose credibility no longer exists.
