Re: Operating Budget •
In the current Budget Ordinance 17-39, $553,414 is appropriated in the Hawaii Fire Department's
W. HI Ocean Safety program accounts. Additional funding is being provided by the State for the
W. HI Ocean Safety program. The Hawai`i Fire Department requests that the appropriation for
this program be increased by an additional $314,692, with $164,692 for S&W and $150,000 for
equipment.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Hawai`i Fire Department's W. HI Ocean Safety program accounts,
bringing the total appropriation to $868,106.
The Hawaii Fire Department is requesting that this bill be waived from the Finance Committee
and be placed on the June 5, 2018 Council agenda and that the Council waive their five-day hold-
for-reconsideration period in order to ensure this bill be processed during the current fiscal year. If
there are any questions, please do not hesitate to call Melanio Lorenzo of the Hawai`i Fire

A. REQUEST:
Amend Ordinance No. 17-39, Operating Budget, General Fund by increasing the appropriation for West
Hawaii Ocean Safety as follows:
Expenditures:
010.221.5223.31.011 —West Hawaii Ocean Safety Salaries &Wages - $164,692.00
010.221.5223.36.459 —West Hawaii Ocean Safety Motor Vehicle Equipment - $150,000.00
Revenue:
010.3305.53 —West Hawaii Ocean Safety $314,692.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The contract between the County of Hawaii and the State of Hawaii Department of Land and Natural
Resources for FY 2017-2018 was increased due to collective bargaining and operational cost increases in
FY 2017-2018.
Being that this is an increase in the existing contract, the Department is requesting a waiver from Finance
Committee hearing.

RE: Bill No. 155 : AN ORDINANCE TO AMEND ORDINANCE NO. 17-39, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2018.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
