Additional funding is being - provided by the Hawai`i State Department of Health to cover the costs associated with facilitating a two-day training focused on-preventing underage drinking and prescription drug use in Hawaii County. The Office of the Prosecuting Attorney requests that this appropriation be increased by an additional $15,000. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these additional funds into the Office of the Prosecuting Attorney's Substance Abuse Prevention Coordinator account, bringing the total appropriation to $125,000. The Office of the Prosecuting Attorney is requesting that this bill be waived from the Finance Committee and be placed on the June 5, 2018 Council agenda and that the Council waive their five-day hold-for-reconsideration period in order to ensure this bill be processed during the current fiscal year. REQUEST: We are requesting that the County accept an additional $15,000.00 for the Prosecutor's Office to cover costs associated with facilitating a 2 day training focused on preventing underage drinking and prescription drug use in Hawaii county. This training would focus on all providers and stakeholders in Hawaii County. The current contract would be ammended and the training would be cpompleted by Septemnber 29, 2018. We are requesting a bill for an ordinance to accept $15,000.00 for training and an ammendment of the budget of the current State of Hawaii, Department of Health, Alcohol and Drug Abuse Division's contract with the Office of the Prosecuting Attorney. The office of the Prosecuting Attorney already has a general ledger account and revenue account for the funds. We request to amend Ordinance 17-39 as amended, the Operating Budget for The County of Hawaii for the fiscal Year Ending June 30, 2018. We are requesting the waiving of further reading so as to expedite this process as time is an issue for this project •B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Prosecutors Office works in collaboration with non-profit organizations to ensure that services for those experiencing drug and/or alcohol abuse and addiction are coordinated and provided on a continuum of care. This 2-day training will be provided by Communities Mobilizing for Change on Alcohol and covers the fundamental strategies of including community-organizing tactics that lead to localized policies and ordinances addressing youth access to alcohol. The Hawaii State Department of Health, Alcohol and Drug Abuse Division is willing to provide additional reimbursement to the county up to $15,000.00 up until September 29, 2018 in support of this project. SIGNED: DATE: 1 Department Head 1 Description of Proposed The County of Hawaii Office of the Prosecuting Attorney is Project Plan proposing to provide a training by Communities Mobilizing for Change on Alcohol (CMCA) titled Overview CMCA Training. This 2-day training covers the fundamental strategies of CMCA, including community-organizing tactics localizedpolicies and ordinances addressing lead to youth access to alcohol. The training also includes a brief introduction of specific CMCA evaluation strategies, and best practices for engaging youth in CMCA efforts. This training will target youth population, especially those involved with starting a Youth Substance Abuse Prevention board. This training will also provide 4 additional hours of remote technical assistance via phone or email as well as 25 CMCA Overview Manuals. Pending further funding, the CMCA 6-day Intensive Training will be considered.
