RESOLUTION NO.
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO ASSIST THE DEPARTMENT OF PARKS AND
RECREATION WITH EXPENSES RELATING TO PROVIDING MEALS FOR THE
EVACUEES OF THE LAVA ERUPTION IN LOWER PUNA.
WHEREAS, on May 1, 2018, the United State Geological Surveyand the Hawai`i
g
Volcano Observatory issued a report that a migration of seismicity and deformation downrift
(east) of Pu`u `O`O indicated that a large area along the East Rift Zone is potentially at risk of
new outbreak, possibly in the Lower Puna area; and
WHEREAS, on May 3, 2018, steam and lava emissions emerged from fissures in the
area of Mohala Street, which is located in the Leilani Estates subdivision; and
WHEREAS, since the first eruptions near Mohala Street, numerous fissures have
developed causing eruptions of lava and producing dangerous gasses in various locations of
lower Puna, including the Leilani Estates and Lanipuna Gardens subdivisions; and
WHEREAS, due to these threats to structures and human health, the Civil Defense
Agency has mandated evacuations, displacing hundreds of residents, many of which are now
taking refuge at the Pahoa Community Center and the Kea'au Community Center evacuation
shelters; and
WHEREAS, the Department of Parks and Recreation is requesting reimbursement
assistance to defray the cost of providing three meals per day for evacuees currently residing in
the shelters; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Parks and Recreation to assist with expenses for meals for evacuees currently residing at the
Pahoa Community Center and the Kea'au Community Center evacuation shelters.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
