BILLS FOR The Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. Page 2 PWPRC-20 May 8, 2018 Bill 138: DESIGNATES TAX MAP KEY 2-1-013:005 AND 2-1-013:006 AS "LEHIA BEACH PARK" PURSUANT TO CHAPTER 15, ARTICLE 8, SECTION 15-67 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED); AMENDING SECTION 15-68.1 TO ADD IT TO THE PARKS AND RECREATIONAL FACILITY SCHEDULE; AND AMENDING CHAPTER 14, ARTICLE 1, SECTION 14-1 RELATING TO PROHIBITING THE POSSESSION OR CONSUMPTION OF INTOXICATING LIQUORS AT ALL TIMES Officially names Lehia Beach Park and adds it to the Parks and Recreational Facility Schedule, and to the list of public places where intoxicating liquors are prohibited at all times. LEE LOY: Thank you, Chair, and for the rest of my colleagues, I'm going to be urging your support on Bill 138. A little bit of background on this particular bill, Lehia Beach Park was not on our Code, in the chapter as an identified beach park. That created some problems with how to manage that beach park along with other issues that were arising from that area. I've called officer Matt Lewis forward, who is here in the Council chambers. Officer Lewis, if you could share just what the community was experiencing and why we decided, from the community, to move this particular piece of legislation forward. And really, this is a community driven initiative. Go ahead, Officer Lewis. (Note: At this time, Police Officer Matthew Lewis came forward to address the members of the Committee.) MR. LEWIS: Thank you, Sue, Madam Chair, and the Council. Sorry, it's kind of weird not seeing everybody up here. I, too, am asking for your support of Bill 138 along with the community. I'm a community officer in the Keaukaha area and I take great pride in that responsibility. I've met with several of the community members and associations there, the Maha community, in the back of Kings Landing or the old Pumaile, who reside on the DHHL (Department of Hawaiian Home Lands) land and the communities in front, the Leleiwi Community Association. The model we're following, I know we've been here before with Four Miles, so we're kind of using that same model. The community brought this to our attention and hopefully, we can get this passed. Kings Landing was a little Page 3 PWPRC-20 May 8, 2018 different being that it wasn't in Chapter 15 of the County Code, and hopefully, we can get that in there. Not being in the County Code, it does hinder us from doing some our jobs as police officers. We don't have as many tools on our belt and we can't use some of the tools that we normally use in parks to get some of our job done. It is important. I think there has been some dangerous situations there. We've had firearms pulled out on people, we have drugs being dealt back there. I've had several stolen vehicles stolen from there and recovered there. So, we're trying to find a way to include the community and help the community better manage that resource, Parks and Recreation's resource that we have, and hopefully, building this park into a better place. This is the beginning to do that, I think. There's not any infrastructure there but I think slowly, if we start from here, we can build the Park into something where everybody's families can enjoy it. So, it's kind of what I'm here asking your support for as a community officer. MS. LEE LOY: Thank you, Officer Lewis. As Officer Lewis mentioned, this is a model that we are using from James Kealoha Beach Park. As he mentioned, this particular park was not on the schedule. So, what this bill does is two things: one, it puts it on the park schedule and identifies it as a resource in the Department of Parks and Recreation. And two, it prohibits the possession or consumption of intoxicating liquors at any time at that beach park. And just following the same model we did at James Kealoha Beach Park, we've seen a number of gains in that area. All of the beach parks in Keaukaha are really well utilized by not only that community, but communities outside of the district and we're just trying to create a good experience for families down at the beach. One other thing I do want to mention, we did work with the Department of Parks and Recreation and J. Yoshimoto, who is assigned from Corporation Counsel to that department, and they did give us their blessings on this particular bill. They do apologize for not being here today they have a MR. LEWIS: They're a little busy. MS. LEE LOY: Yeah, they're a little busy. They've got another situation that they're dealing with. So, I yield at this time. Thank you. CHR. RUGGLES: Anyone else?
