Your Committee on Planning, to which was referred Bill No. 147, reports as follows:
Bill No. 147, transmitted by Mayor Harry Kim, via Communication No. 919, dated February 1,
2018, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the
Hawai`i County Code 1983 (2016 edition, as amended), by changing the District Classification
from Agricultural—Twenty Acres (A-20a) to Agricultural— Six Acres (A-6a) at Kaumana
Homesteads, Kaumana and Ponahawai, South Hilo, covered by Tax Map Keys: 2-5-047:033 and
2-5-047:034. (Applicant: Kelly and Joanne Jarneski) (Area: 40 acres)
Mayor Kim forwarded the Windward Planning Commission's favorable recommendation for this
change of zone, which would allow the applicant to apply for a six-lot subdivision on 40 acres of,
land located at the intersection of Kaumana Drive and Akolea Road. Upon final subdivision
approval, the applicant intends to continue living in the existing dwelling and sell the remaining
five lots.
Planning Consultant Lori Mikkelson appeared together with the applicant, Kelly Jarneski.
Planner Jeff Darrow and Land Use Plans Checker Shancy Watanabe from the Planning
Department were also present.
Mr. Jarneski explained that he has three 20-acre pieces in the subject area. His father lives on
one 20-acre parcel, and he lives on another 20-acre parcel. He further explained that friends and
extended family expressed desire to own property near them as a homestead setting, and that
they would have a farm life, close to the city. Ms. Mikkelson, in response to inquisition by
Council Member Tim Richards said that they reached out to all neighbors regarding this project.
Council Members Aaron Chung, Tim Richards, Maile David and Sue Lee Loy expressed their
favor for this project, commenting that the subject property is in the urban core, that there was
positive feedback from the community, and that the conditions of approval for this project were
good.
The vote was then taken on the motion to move this measure to council with a positive
recommendation and passed with all "ayes."

Your Committee on Planning is in accord with the purpose and intent of Bill No. 147, and
recommends its passage on first reading.
