PWPRC-18 April 10, 2018 BILLS FOR The Chair directed the Committee to proceed to the next order of business, Bills for ORDINANCES: Ordinances. Bill 125: NAMES A COUNTY PARK WITHIN ALI`I KAI SUBDIVISION, SITUATED AT TAX MAP KEY: 7-6-019:034, AND AMENDS CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO THE PARKS AND RECREATIONAL FACILITY SCHEDULE Officially names Alii Kai Park and adds it to the Parks and Recreational Facility Schedule. Reference: Comm. 818 Intr. by: Mr. Kanuha Motion to Approve: Mr. Kanuha moved to recommend passage of Bill 125 on first reading. Seconded by Ms. O'Hara. CHR. RUGGLES: Go ahead, Mr. Kanuha. MR. KANUHA: Thank you, Madam Chair. Council Members, this is to formally name Alii Kai Park, Alii Kai Park, and put it on the park's schedule. The reason for doing this, we have to go through ordinance. It's always been called Alii Kai Park, but I just wanted to make sure and put it formally on the schedule. This park was developed in 2016, with the previous administration. We got the money for it. It was supposed to be developed back in the 60's, when the subdivision was originally approved; but over the years, the developers, sometimes they don't do the parks. So the County ended up getting this piece of property just giving some history, getting this piece of property, as you see in the bill, in 1997. So it took us almost 20 years, from when the County received the land, to actually put a park that was supposed to be there in the 60's. So with the help of the previous Mayor, we got the funding for it and we built a park for the community. It was a really good moment for not only the County but for the community, and we finally got the park. So, this is to the entire community of Alii Kai Park. There are a lot of families, there's a lot of individuals that were part of organizing this, which is why I didn't want to name it after any specific person. I'm going to be out of the Council this year; so if any other Council Member comes and tries to name it after anybody, please don't do it. Keep it as Alii Kai Park because that's what has always been known and that's what I really want it to be known as into the future. EOFF: I was just going to say thank you for formally bringing this forward so we can add it to the schedule of parks. I remember that day very vividly and clear, when we actually took part in the blessing. Congratulations, only took your whole lifetime. But now it's in your district, in your neighborhood, and I'm sure all the kids are enjoying it, and families. CHR. RUGGLES: Ms. David. MS. DAVID: Yes, thank you. And of course I'm going to support this because I do remember that blessing. It was great. I also have some historical knowledge. It wasn't only in Council Member Kanuha's lifetime, but it was in his dad's lifetime that this actually began in the 60's. And I think Alii Kai Subdivision was one of the first major subdivisions in Kailua-Kona town at that time. I think it's really important to note that although back in the day, these requirements were made as part of the planning, it took 20 years, and it took somebody like Mr. Kanuha to advocate for it, to get it done. So let's not wait too long in getting our fair contributions from people—or developments. It's very important, so I support this whole-heartedly. Thank you. CHR. RUGGLES: Anyone else? Page 3 PWPRC-18 April 10, 2018 Bill 126: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 3 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO BUS STOPS AND PUBLIC ROAD TAXI STANDS Amends Section 24-275, Schedule 23 (Bus Stop locations), Subsection (c), South Hilo, by removing an existing bus stop to allow for parallel on -street parking stalls along a portion of Hualalai Street. Reference: Comm. 830 Intr. by: Ms. Ruggles (B/R) Motion to Approve: Ms. O'Hara moved to recommend passage of Bill 126 on first reading. Seconded by Ms. Poindexter. CHR. RUGGLES: This is a bill that I introduced by request of the department. This is a bus stop that the Hele-On no longer uses, so they want to make the most of this by turning it into a much needed parking stall. Are there any questions or comments? Great, seeing none, all those in favor of Bill 126 please say "aye."
