I thank you for the opportunity to provide testimony on Bill 110 and specifically referencing the testimony that was submitted by Chair Brooke Derby of Hawaii County Committee on the Status of Women. I'm Farrah -Marie Gomes, lifelong resident of Hawai'i Island - born in Honoka'a, raised in Pa`auilo and for the past 15 years, a resident of Kamuela. My day job is as Vice Chancellor for Student Affairs at the University of Hawaii at Hilo where I oversee 24 units including Admissions, Registration, Financial Aid, Counseling, Disability Services, Housing, and Women's -Center - to name a few. Outside of work and for the past 9 years, I have served as Vice Chair for the Hamakua Community Development Plan Steering Committee and for the past 6 years, held multiple roles on the Hawaii County Committee on the Status of Women. I share all of this to highlight that I am no stranger to the bureaucracies that exist in various layers of government. The best of our leaders are aware of these challenges, real or perceived, and are courageous enough to take a stand to do something about disparities and injustices when they exist. Today, I provide testimony before you as one of the founding members of the Hawaii Island Women's Leadership Forum. In prior testimonies, I shared the history of legislation associated with women's rights and cited national trends relating to issues impacting women. Today, I share with you a report that was compiled by the Hawaii State Commission on the Status of Women. You will note that this information was last updated in 2014 and in a world that is changing so quickly in some areas, I ask you not to so easily dismiss any of the data that you see before you simply because it is four years old. I pointed this out before and would like to remind us that it took 70 years for women to earn the right to vote. I will be the first to admit that in 4 years, some of the data in that report might have changed, but I guarantee you not in a significant enough way that those issues are no longer relevant and worthy of our attention and resources. I also provided you with copies of the Urgent Services Directory that is referenced in the CSW testimony. We change the color each year, so you may have seen this in pink, light blue, light green or lavender in the past. We call every number and check every website to ensure as updated information as possible at the time of publication. The time that goes into that process is purely voluntary and we do it each year because the users of these directories tell us how valuable this resource is to them and their line of work. As I wind down here, I'd like to say thank you to those of you who have supported our efforts in the past. We cannot do what we do without the support of partners and organizations to collaborate with. We must continue to work together most wisely utilizing the limited resources available to us and while I cannot speak on behalf of the committee or the forum, I give you my commitment in remaining a team player and community contributor. I will end with this. A Romanian Proverb says, "Where the heart is willing it will find a thousand ways, but where it is unwilling it will find a thousand excuses." For decades, we have allowed the thousand excuses to delay the support and development of women in our society. With all of the information that we have continued to provide over the years, I ask you today to find just one reason to support the request of the Hawaii County Committee on the Status of Women. Access to Health Care • 6,000 young Hawaiians have gained coverage thanks to the law. • 14,000 children with preexisting conditions in Hawaii now have access to health care. • 173,000 women in Hawaii no longer have a lifetime limit of their health coverage. Access to Preventive Care An estimated 122,000 women in Hawaii received preventive services without a co- payment in 2011 and 2012. All new health plans must also cover certain women's preventive services with no co -payments. Insurance Reforms ® $357,000 people in Hawaii are seeing the effects of a federal requirement that insurance companies must also spend 80-85% of premiums of health care, instead of on administrative costs and profits. Insurance companies that have not met this standard are required to provide rebates to consumers, which totaled $195,000 in Hawaii in 2011, with an average family rate of $15. New Benefits for women with Medicare Coverage More than 69,000 women with Medicare in Hawaii have received preventive services at no additional cost in 2011. 13 • In 2012, roughly 18,000 Medicare beneficiaries in on prescription drugs as the new law has begun ch benefit. More Benefits and Protections are on the way • In 2014, the health insurance exchange will be up at and compare plans. Services Hawaii Women Need • Starting in 2014 plans can no longer deny coverage tb adults with pre-existing conditions. This means women will no longer be treated as a pre-existing condition and be denied insurance coverage for a history of pregnancy; having had a C-section; being a survivor of breast, or cervical cancer; or having received med`cal treatment for domestic or sexual violence. * Starting no later than 2014, insurance companies wil no longer be allowed to charge women and small employers with a predominantly -female workforce more for coverage, a practice known as gender -rating.
