My name is David Clark. I own and occupy real property classified as "Apartment"
property in Waikoloa.
I support Resolution 615.
This resolution corrects an overreach in last year's round of tax hikes where all property
classifications except "Affordable Rental Housing" and "Homeowner" were subject to
tax hikes. Mayor Kim opposed that inequitable allocation of the tax hikes at the time.
It is important for good government that all property owners have "skin in the game." If
a select group of property owners "know" they will always receive more favorable tax

treatment, they lose the incentive to participate in the process.
As it is, the gap between the rate charged the highest and lowest property classifications
is almost double. That gap should be much closer to I to 1.
Therefore, I support Resolution 615.
