HomeMy WebLinkAboutCOM 0941.002 2016-2018From: Heidi Jaworski To: Council Testimony Subject: Bill #154 Date: Thursday, May 17, 2018 3:12:36 PM Aloha County Council Members, 5441q enc. ut(141 am writing to encourage you to support Bill #154, which makes changes in our existing county,de , regarding removal of abandoned vehicles from our roadways. I am a resident of Hawaiian Ocean View Estates, where we experience large numbers of abandoned vehicles on our roadways. In recent months the Hawaii County Abandoned Vehicle Office has notified our community that they will no longer pick up abandoned vehicles in our area, because our subdivision has "private" roads. Our roads are not owned by the county, but are open to public use, and the Hawaii Police Department enforces county laws on our roads. This bill would clearly close that loophole, so that the county would continue to pick up abandoned vehicles in our subdivision and other subdivisions being negatively effected by this change. Vehicles get dumped illegally on our roads and are often left there for weeks or sometimes months at a time. People steal parts from the vehicles; including the tires and wheels; they vandalize them by breaking out all the windows; and they usually light them on fire! The longer the vehicles are left on the roadway, the worse public health and safety situation we end up with. am encouraged to see the changes put forth in this bill, with the exception of "Section 20-38, b), (3) "All decisions to tow shall be subject to the discretion of the department's Derelict and Abandoned Vehicle Coordinator". I think this should be removed from the bill. Why should this be included, when the rules are clearly spelled out elsewhere? It seems to me like this just adds an extra escape hatch for the Abandoned Vehicle Coordinator to disallow the towing of certain vehicles solely on his/her discretion (read - outside of the standing rules) and is unnessessary.
