SUBJECT: A RESOLUTION URGING THE HAWAII STATE LEGISLATURE
TO CONVENE IN A SPECIAL SESSION TO ADDRESS
EMERGENCY FUNDING ASSISTANCE FOR HAWAII COUNTY
DUE TO VOLCANIC ERUPTIONS AND LAVA INDUNDATION
OF PRIVATE RESIDENCES, FARMS,AND BUSINESSES IN
LOWER PUNA.
Attached please find a resolution urging the Hawai`i State Legislature to convene in a special
session to address emergency funding for Hawai`i County in response to the volcanic eruption
and lava inundation in Lower Puna. I am also requesting this matter be waived from the
Governmental Relations and Economic Development Committee to be placed on the earliest
Council meeting agenda.

RE: Resolution No. 628-18 : A RESOLUTION URGING THE HAWAII STATE
LEGISLATURE TO CONVENE IN A SPECIAL SESSION TO ADDRESS
EMERGENCY FUNDING ASSISTANCE FOR HAWAII COUNTY DUE TO THE
IMPACTS OF THE ONGOING DISASTER, CAUSED BY VOLCANIC ERUPTIONS
AND LAVA INUNDATION OF HOMES, FARMS, AND BUSINESSES IN LOWER
PUNA.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
